New legislation on the framework applicable to High Demand Zones for connection to the Public Electricity Service Network
On 14 November, Decree-Law No. 120/2025 was published, updating the framework applicable to High Demand Zones (ZGP) for connection to the Public Electricity Service Network. One of the areas covered by the decree is Sines, home to ZILS – Sines Industrial and Logistics Zone, consolidating its strategic role for large-scale industrial and energy projects.
The new legislation aims to make the process clearer and more predictable, enhancing efficiency in the management of connection capacity. Key measures include the consolidation of the initial phases, the introduction of a bond requirement for expressions of interest, the formalisation of the convergence phase between investors and the grid operator, and more flexible timelines, now to be set through regulation.
