PUZILS to be revised to reflect Sines’ development

Sines’ growing importance as an industrial, logistics, energy and digital hub reinforces the need to adapt territorial planning to the changing requirements of investment. It is in this context that the revision of the Sines Industrial and Logistics Zone Urbanisation Plan (PUZILS) is moving forward.

Covering 4,157 hectares, equivalent to around 21% of the municipality’s territory, PUZILS encompasses the ZILS – Sines Industrial and Logistics Zone, managed by aicep Global Parques. In force since 2008, the plan is an essential instrument for the planning and development of this business area.

According to Notice No. 21625/2026/2 of 1 September, the revision of PUZILS is justified by the clear public and strategic interest associated with the development and planning of the Sines Industrial and Logistics Zone. It will enable the territorial planning framework to be adapted to the changing economic and territorial dynamics of the municipality.

The revision is expected to support the transformation of the industrial and logistics landscape and create the conditions needed to meet future requirements, reconciling economic development, spatial planning and environmental protection. This is particularly relevant in a municipality where 76.3% of the territory is classified as part of the National Ecological Reserve, according to CCDR Alentejo data.

Sines City Council unanimously approved the restart of the procedure, setting a 24-month deadline for the completion and approval of the new plan. Previously undertaken studies and opinions will be used, while retaining the framework of the Strategic Environmental Assessment already developed and validated.

As the entity responsible for managing ZILS, aicep Global Parques views this revision as an opportunity to adapt the territory to the future needs of businesses and investors and strengthen the competitiveness and sustainability of Sines’ business ecosystem.
